Ryan oversees the following:

  • Administers Park City’s Soil Ordinance, and insures compliance internally with City departments and externally
  • Project Manager for Operable Unit 4 (OU4) of the Richardson Flats superfund site
  • Represents Park City before regulatory agencies, regional environmental initiatives, professional associations, conferences, seminars and workshops
  • Maintains expert knowledge of the Clean Water Act, Resource Conservation and Recovery Act, Comprehensive Environmental Response, Compensation, and Liability Act, Toxic Substance Control Act, Clean Air Act, Utah Mine Reclamation law, and other environmental laws
  • Provides acquisition, management, lease, and disposition of real property expertise to the City.
  • Prepares contractual, easement, and lease documents for evaluation.
  • Identifies properties and oversees due diligence matters, including environmental assessments, title reports, surveys, appraisals, valuations, and deed-related tasks.
  • Maintains an up-to-date database of City-owned property assets and facilities.

What is the Soil Ordinance?  

Certain areas in Park City are impacted by the presence of historic mill tailings in the soil, which may have high levels of metals, especially arsenic and lead.  To help protect the health of our residents, Park City enacted the "Soil Cover Ordinance" that provides topsoil and landscaping requirements for areas located within the Park City Soil Ordinance boundary.
