Park City Emergency Management

The Park City Emergency Program Manager works in the Executive Department under the general direction of the City Manager. Emergency Management is a core public safety function that prepares, plans, mitigates, responds and recovers from local emergencies and disasters. Emergency Management participates in the following functions with in the City:

• Involved in all areas of Emergency Preparedness for the City, and interacts with City staff and management in all departments as needed.
• Completes and maintains the City’s Comprehensive Emergency Management Plan (CEMP), along with all of its appendices. Presents an updated CEMP to the City Council for acceptance by resolution annually.
• Maintain the City's State and Federal National Incident Management System (NIMS) compliance (via the state and FEMA database).
• Prepares, submits and manages emergency management program grants through the state and federal governments.
• Provides financial and budget materials as needed to the Executive, Finance and Budget departments.
• Serves as the equipment and operations manager for the City’s Emergency Operations Center (EOC).
• Provides training and exercises for employees at all levels in community emergency preparedness, emergency operations, response and recovery, including their own safety at home and at City facilities.
• Manages the placement of emergency equipment and supplies in all occupied City facilities and provides training for occupants.
• Identifies and analyzes the Risks and/or Hazards to the community and how the City responds in conjunction with the CEMP.
• Serves as the liaison to Summit County Emergency Services, Utah State Department of Homeland Security, the Local Emergency Planning Committee (LEPC) and other jurisdictions on emergency management.
• Responds and serves as the Emergency Manager as needed on local or regional events, including but not limited to, Incident Commander, EOC Manager, facilitator, liaison, logistics resource, debriefing and after-action coordinator.
• In conjunction with the Community & Public Affairs Manager works on community and citizen preparedness and training, along with business preparedness training.
• Serves as the Chair of the Emergency Management Group (EMG) and the City Building Security Committee.

Emergency Management is supported by the Emergency Management Group, a policy and advisory committee made up of the Emergency Program Manager, City Manager, Chief of Police, City Engineer, City Attorney, Public Affairs and Communications Manager/Public Information Officer, Chief Build Official/Fire Marshall, Information Technology Manager and Public Works Director.

The Emergency Management Group has two standing sub-groups, the Emergency Communications Group (ECG) and the Mobile Command Post Group (EMCPG). The ECG works on all the emergency communications tools within the City and community, including the Reverse 911 system, emergency texting, cell phones, phone and data network, social networks, satellite phones, employee and citizen information lines, City hotline and federal priority systems. The EMCPG is working on acquiring and outfitting a new mobile emergency command post for Park City to use for its many special events well as local emergencies and disasters.
