Resident Advocate

An experienced and highly respected employee who has worked for Park City Municipal for 17 years, Michelle Downard, is Park City's first official Resident Advocate in the Executive Department. 

PC Stat

As part of her role, Michelle manages the PC Stat Program to track organizational performance. In coordination with a strong team and Department Managers, PC Stat develops data-based insight to continually monitor and improve Park City's performance. The meaningful metrics equip decision making to increase cross departmental communication and collaboration.

Equipped with this knowledge of Park City Departments, Michelle is available to problem solve with residents, and businesses to help answer difficult questions, and assist with navigating through municipal processes such as building, planning, permitting, and licensing.

While Michelle does not have the authority to waive requirements or approve permits, she can help explain City application forms, submittal documents, and timelines and processes. Additionally, if concerns arise, Michelle is available to help residents evaluate available options for moving forward.
