Request for Applications
Park City Municipal Corporation (PCMC) is now accepting applications from local nonprofit organizations that provide services to City residents. To be considered, please submit the completed application and all required attachments to Hans Jasperson at hans.jasperson@parkcity.org no later than December 6, 2024 at 11:59 p.m.
Funding Priorities and Eligibility
To be considered for funding, nonprofit programs must meet a demonstrated need in the community in one of the following City Council Priority Areas:
- Core Services - Services that enhance the physical and mental health and well-being of our community
- Community - Increase accessibility to resources and create safe, attractive gathering places. Expand and enhance events to maintain community pride
- Housing - Increase the availability of affordable housing for the City and core service workforce. Help people maintain existing housing
- Recreation - Promote balance, connectivity, and experience through recreation
- Equity - Expand equitable outcomes for local residents
- Sustainability - Support clean energy, a healthy environment, and sustainable community resources
Additionally, organizations must meet the minimum eligibility criteria for public service funds outlined in Chapter 6, Part I of Park City’s budget policies, as summarized below:
Criterion 1: Accountability and Sustainability of Organization – The organization must have the following:
- Quantifiable goals and objectives
- Non-discrimination in providing programs or services
- Cooperation with existing related programs and community service
- Compliance with the City contract
- Federally recognized not-for-profit status (Public Service Contract applicants may also apply under the fiscal sponsorship of a not-for-profit organization)
Criterion 2: Program Need and Specific City Benefit - The organization must have the following:
- A clear demonstration of public benefit and provision of direct services to City residents
- A demonstrated need for the program or activity (Public Service Funds may not be used for one-time events, scholarship-type activities, or the purchase of equipment)
Criterion 3: Fiscal Stability and Other Financial Support – The Organization must have the following:
- A clear description of how public funds will be used and accounted for
- Other funding sources that can be used to leverage resources
- A sound financial plan that demonstrates managerial and fiscal competence
- A history of performing in a financially competent manner
Criterion 4: Fair Market Value of the Services - The fair market value of services included in the Public Service Contract should equal or exceed the total amount of compensation from the City unless outweighed by demonstrated intangible benefits.
Evaluation Process
Step 1: Application Screening
- Applications will be screened by PCMC staff to ensure the organization meets the above minimum eligibility criteria
- All eligible applications will be forwarded to the Nonprofit Services Advisory Committee (Committee) for evaluation
Step 2: Application Evaluation and Scoring
- The Committee will review and score eligible applications according to the criteria and weights outlined in the Public Service Contract Application Evaluation Guidelines
- Applicants who score less than 60% on their application evaluation will not be considered for funding
Step 3: Applicant Interviews
- All applicants who score 60% or more on their application evaluation will be asked to make a 5-minute presentation to the Committee, with another 5-10 minutes allotted for Committee questions
- Interviews will be held virtually on the following dates (PCMC staff will contact applicants to schedule interview)
- January 13, 6-8 pm
- January 15, 6-8 pm
- January 21, 6-8 pm
- January 22, 6-8 pm
- February 3, 6-8 pm (if necessary)
- February 4, 6-8 pm (if necessary)
Step 4: Committee Draft Recommendations
- After deliberation, the Committee will draft funding recommendations based on the applicants' evaluation scores, interviews, the amount of funding requested versus the amount of funding available, and any current PCMC support to the applicants
Step 5: City Council Approval
- The Committee will present its funding recommendations to the Park City Council for final approval
Funding Availability
Contracts may be awarded for a maximum of four fiscal years, ending on June 30, 2028. Eighty percent of each annual appropriation will be available at the beginning of the fiscal year, with the remaining 20 percent to be distributed upon demonstration through performance measures that the program has provided public services meeting its goals as delineated in the Public Service Contract.
All Public Service Contract funding is contingent upon appropriations by the City Council, and all award decisions must be approved by the City Council. The remaining available budget for Public Service Contracts in FY25 is approximately $250,000. Since 2021, the median annual award to successful applicants has been $20,000, and the highest annual award given was $50,000.

Successful applicants will be required to enter into Park City’s Public Service Contract Agreement, in its current form, with the City. A draft of the agreement can be found here.
Park City Municipal Corporation reserves the right to reject any proposals for any reason. All submittals will be treated as public records in accordance with the requirements of the Government Records Access and Management Act, Title 63G, Chapter 2 of the Utah Code (“GRAMA”) unless otherwise designated by the applicant pursuant to Utah Code § 63G-2-309, as amended.
