PUBLIC NOTICE OF PROPOSED WAIVER

Please take notice of Park City Municipal Corporation’s (PCMC’s) intent to waive a competitive procurement process. PCMC Procurement Rule 5-3 provides that the competitive procurement requirements may be waived under circumstances where there is a reasonable justification and the waiver is in the best interests of PCMC. The Procurement Official has determined that a waiver is appropriate for a contract for Park City History Services in the amount of $25,000 to The Park City Historical Society, Inc. (DBA Park City Museum) based on the information below:

 

Waiver Justification:

Awarding the contract through a Standard Procurement Process is impractical and not in the best interest of PCMC because procurement of the services is unlikely to produce competition.

 

The procurement item is for Park City history and visitor services. These services require a provider that can effectively provide for the management, staffing, skills, and maintenance of historical archives for the operation of the Park City History Research Library. The provider must also offer expert historical tours on properties of historical significance to Park City.

 

The scope and complexity of services that PCMC seeks scope makes it unlikely that a Standard Procurement Process would result in competition and would instead only increase cost and time for PCMC to acquire the services. The Park City Museum has long provided these services and was the only respondent in the previous Requests for Proposals that PCMC issued for similar historical and visitor services.
