PCMC is inviting Proposals from persons or firms (“Respondent”) to provide redevelopment proposals on an approximately 5-acre site (“Site"), less any area dedicated to the Kimball Art Center project, in the Bonanza Park/Snow Creek Neighborhood. No guarantee of the actual service/product requirement is implied or expressed by this RFP or the resulting agreements.
RFP AVAILABLE: Tuesday, March 4, 2025, on U3P/Bonfire and the PCMC website. Any modifications to the RFP or responses to questions submitted will be added as an addendum to the RFP posted on U3P/Bonfire. It is the responsibility of Respondents to regularly check for addenda.
SITE VISIT: While the RFP is advertised, Respondents may visit the Site during reasonable hours to tour the property. Site visits are optional and PCMC staff will not attend.
QUESTIONS: All RFP questions must be submitted in writing via U3P/Bonfire by 10:00 a.m. on Tuesday, March 18, 2025, and will be treated as public information. The RFP will not be modified within 5 business days prior to closing.
PROPOSALS DUE: By 10:00 a.m. on Thursday, April 3, 2025. Submit statements electronically through U3P/Bonfire. E-mail submissions will not be considered. The statements will be opened after the submission deadline.

Furthermore, PCMC reserves the right to change dates or deadlines related to this RFP. PCMC also reserves the right to waive any informality or technicality in statements received when in the best interest of PCMC. PCMC reserves the right to hold interviews for any qualified Respondents/teams who respond to the RFP.
ADDENDA 1:
Q. I'm a Business Developer and we don't act as a developer; we only build new commercial and multifamily projects. I have been using U3P/Bonfire to identify new opportunities and saw your Bonanza Park redevelopment project. If I'm reading the solicitation correctly, it looks like this RFP is strictly for developers and not general contractors. Would that be correct? Before we put the legwork into submitting an RFP, I thought it would be best to clarify.
A. We are happy to review proposals from any group that can provide a complete package aligned with what we are seeking. As identified in the RFP, a qualified multi-disciplinary team should include but is not limited to design, financial capability, and land use & zoning. Our recommendation would be to reach out to any development companies you have worked with previously to see if they are planning to respond or to bring this opportunity to their attention to provide the most competitive response.
ADDENDA 2:
Section II B previously said "The cost response will be evaluated independently, and as such, should be submitted separately from the technical response." However, cost will be scored by the scoring committee and therefore should be included with your response. Since this is a minor change we will not be extending the deadline for this modification.
ADDENDA 3:
The page limit has been extended from 55 pages to 60 pages to accommodate the extra financial disclosures. The page count does not include page dividers, cover page, or table of contents.
ADDENDA 4:
Following the recent increase in the page limit, we have determined that audited financial documents may exceed our initial expectations in length. Accordingly, please note that audited financial documents will not be counted toward the overall page limit along with page dividers, cover page, or table of contents.
