Generally 5 permits are allotted per address (not unit). If there is off-street parking available, such as a garage or driveway, those parking spots will be deducted from the 5 available permits.

Yes, we have an annual permit called 'Residential Business Permit Application' on our Permits page.
What is re-parking?
Nearly all of the public parking lots have some kind of time limit restriction. Before you are allowed to return to a parking zone/block face you must leave for 2 hours. You cannot simply move your vehicle to another location after you have used the allotted time. This is the municipal code:
Public streets and public parking facilities within commercial areas may be designated with time limitations. It shall be unlawful to park a vehicle in any area so designated by posting signs or meter legends for longer than designated time limits. Vehicles parked longer than posted time limits are subject to fine(s) and/or impoundment.
A vehicle will be deemed to have been parked longer than the posted time limit, if it has not been moved at least "Out of the Block Face" after the expiration of the maximum time limitation indicated on posted signage or meter legends. A Block Face is defined as the block in which the vehicle is parked, bordered by an intersection at each end. A vehicle may not return to the same block sooner than two hours following the expiration of the initial time period.
Can you pay with cash at the parking meter?
Yes, there are two locations to pay with cash on Main Street. Meter #3, which is located at the top of Main Street across from the Treasure Mountain Inn and meter #22, which is located at 577 Main Street. There is also a parking meter that takes cash located on Swede Alley near the Park City Tourist Center.
Where can I park an RV overnight?
There is no public overnight parking for RV's, boats or trailers. There are private facilities that may be able to accommodate your parking/storage needs.
What if I disagree with my ESU designation?
Stormwater charges within Park City city limits are based on the amount of impervious surface area of a property. Impervious surfaces include all hard surfaces such as rooftops, driveways, parking lots, patios and other concrete or paved surfaces that do not permit surface water to be absorbed.
Any customer who disagrees with the ESU determination, as provided in this chapter, for his or her property may apply to the Public Utilities Director for a recalculation. The request must be received on a form provided by the City and must be filed in writing with the Public Utilities Director no later than 30 days after receipt of the most recent billing. The Public Utilities Director or designee shall review the request and basis for user charges and may approve an adjustment to the fee.
1. Single-Family Residential Properties may request an individual review of their property. A written request shall result in reviewing aerial imagery of the requested property. The actual impervious surface area will be calculated, and the result will be rounded up to the nearest whole ESU.
2. Multi-Family Residential Properties may request an individual review of their property. A written request shall result in reviewing aerial imagery of the requested property. The actual impervious surface area will be calculated, and the result will be rounded up to the nearest whole ESU.
3. Commercial Properties may request a copy of their individual ESU determination, and may provide comment on the accuracy of said determination. Adjustments may be made in consultation with the Public Utilities Director. Commercial Properties shall be billed by rounding up the impervious surface area to the nearest whole ESU.
4. Undeveloped parcels shall have no charges assessed.
If your application for a reduction is approved, you will be eligible for a credit on any excessive stormwater charges paid during the 12 months preceding the application. Reductions granted by the City will continue until the property is further developed or until the City determines the property no longer qualifies for the reduction.
How do I get a certificate of occupancy when I can't complete my landscape in the winter?
To pursue the option below please submit written request detailing why the site cannot be completed accompanied by 1-3 bids from licensed landscapers for review by the building official and planning. Please allow at least 10 business days for review.
15-1-13. COMPLETION OF SITE IMPROVEMENT WORK PRIOR TO THE APPROVAL OF PLATS OR ISSUANCE OF CERTIFICATES OF OCCUPANCY.
(C) GUARANTEE FOR COMPLETION. No Certificate of Occupancy will be issued, nor any plat approved when plats are required by this Code, unless the Building and all required Site or Public Improvements are completed, or the Developer has provided adequate security to Guarantee completion of the Site or Public Improvements. When the Site or Public Improvements and the Building cannot be completed simultaneously due to weather conditions or other factors beyond the control of the Developer, excluding financial inability to complete the project, the City may grant plat approval for recording and/or issue Certificates of Occupancy for the project, provided the following conditions are met:
(1) The Building or Buildings, or portions thereof, on the Property to be platted or occupied have been constructed in accordance with the approved plans for those Buildings, and are in full compliance with applicable Building and fire codes, and are completed to the extent that only exterior Site or Public Improvement work remains unfinished; and
(2) The Building Official determines that occupancy of the Buildings, or portions thereof, prior to completion of required Site or Public Improvements is safe and that Access for emergency vehicles is adequate with the Site or Public Improvements unfinished; and
(3) The Developer posts an adequate Guarantee for the benefit of the City to insure completion of the Site or Public Improvements in full compliance with the approved plans within one (1) year from the date of plat approval, if required, or issuance of the Certificate of Occupancy, whichever occurs first.
(D) AMOUNT OF GUARANTEE FOR SITE OR PUBLIC IMPROVEMENTS. The amount of the Guarantee for Site or Public Improvements to be posted by the Developer, shall be equal to 125% of the amount reasonably estimated by the City Engineer, or his designee, as being necessary to complete remaining Site or Public Improvements as shown on the approved plans. In the event that the Developer disputes the City’s cost estimate, the Developer may prove a lower construction cost by providing binding contracts between the Developer and contractor or subcontractor appropriate to perform the required work as a stated, fixed price. These contracts must be supported by a 100% performance bond, insuring performance by the subcontractor or contractor. Bid proposals are not satisfactory for this purpose. If the contracts submitted are acceptable in form, the amount of security required shall be 125% of the total contract price of all such contracts submitted, plus the estimated reasonable cost of performing any work not covered by the contracts. Specifications in such contracts shall be sufficiently clear to identify the work called for under the contract.
What is stormwater?
Stormwater is generated by rain events, snow melt, and constant seeps and springs throughout town. Stormwater runoff can cause flooding, drainage system malfunctions, adverse impacts to local waterways and water quality problems. It picks up pollutants and debris from streets, parking lots, yards, gravel parking areas, and other surfaces which can end up in local water ways flowing to McLeod Creek, Silver Creek and eventually into the Weber River.
What is a stormwater system?
A stormwater system is designed to drain stormwater from impervious surfaces such as paved streets, parking lots, driveways, sidewalks and roofs. In large rain events, a stormwater system will drain excess stormwater from all surfaces to mitigate the chance of flooding and property damage.
Do we have a stormwater system now?
Park City Public Utilities currently operates a basic stormwater system with a very limited budget. The existing system has been patched together over decades and was created primarily to prevent flooding and damage to property and infrastructure.
What is the Stormwater Utility fee on my bill?
The utility fee pays for the expansion of the City's current stormwater system (storm drains), maintenance costs (repairing/replacing stormwater mains, street sweeping, inspection and cleaning of stormwater inlets, etc.) and preventing and correcting stormwater runoff problems in the Park City area.
What will the fee cover?
The fee will cover personnel, equipment, capital improvements, and administrative costs such as professional services and supplies. The fee is expected to generate about $1.8M in revenue annually. The annual budget will be allocated to the following categories in the approximate percentages:

What do I do with Household Hazardous Waste?
Please do not dispose of anything in the storm drain. Park City's Recycle Utah accepts many materials for recycling. Visit their website at www.recycleutah.org
What do I do if my gutter is backed up and not flowing?
The problem could be a result of several things, please try to keep your gutters clean and free from debris. The City attempts to sweep your street once per month during the summer months. Everything we can remove from the gutter before it's washed into our system will help keep our streams clean. Please do your part to ensure clean free flowing gutters.

Can I install a steel plate in my gutter?
Public Utilities discourages the uses of metal plates in the gutter as they will become problematic with the flow of water and snow removal. Please avoid using them.
How long does it take to get a Building Permit?
Simple permits can be pulled over-the-counter Monday - Friday between the hours of 8 AM and 10 AM. These permits include residential int. remodels and non-structural demos, as well as, re-roofs/re-sides (with HOA approval if applicable). The process usually takes around 20 minutes.
All other permits must be logged in. When plans are logged in the first initial plan check can take up to ten (10) business days. After the first plan check is complete and corrections are assessed you will be able to make an appointment with your Plan Checker to go over the necessary changes in order to pull the permit.
AFTER YOUR FIRST INITIAL PLAN CHECK, THE AMOUNT OF TIME THE PERMIT PROCESS TAKES DEPENDS ON YOUR ABILITY TO FOLLOW-UP AND MAKE CORRECTIONS.

Why do Police vehicles need to idle?
Police Officers leave their vehicles running in order to power critical auxiliary equipment such as onboard computers, surveillance cameras, and emergency communications devices. We are currently investigating ways to reduce vehicle idling for Police cruisers, but these vehicles will continue to require idling for day-to-day safety operations and are covered by exception (C) in the idling ordinance.
Why do City buses leave their engines running at bus stops?
City buses have equipment, such as turbo-charged engines and air brake systems, which require longer idling times than most vehicles for efficient operation. Additionally, City buses need to idle in order to power onboard signage for bus routes, automatic doors, and heating/cooling systems which are critical for passenger safety and a positive public transit experience. Aside from idling, the Park City Transit department has completed a variety of route-planning and logistical improvements to save fuel and improve local air quality. In order to protect the environment, please take advantage of our excellent and FREE transit system: EPA reports that buses emit 68% less CO2 per passenger mile than riding in a personal vehicle..
How soon before drop-in hockey can I call in to reserve a spot?
You can call in up to 90 minutes (or an hour and a half) before any drop-in hockey session to put your name on the list. However, you must have a current drop-in hockey punch card in order to reserve your place.
What is the required equipment for drop-in hockey?
All hockey activities at the Park City Ice Arena require the following equipment:

Can we rent the White Barn for a function?
The McPolin Farm is only available for community events sponsored by Park City Municipal Corporation. Not available for private functions.

What is a Master Festival or Special Events License?
A Master Festival or Special Event license is an approval granted by the City to allow an applicant to hold an event, function or other use, which would normally not be permitted, in Park City or who’s actions will impact the surrounding area. Does the city require residential and commercial alarm bonds?

Busiest days are Friday, Saturday, Sunday. Tuesday is our Women's Association Day, and Wednesday is our Men's Association Day. There are limited available public times on these two days.
How far in advance should I book my tee time?
You can make tee times one week in advance on the phone or you can make your tee time eight (8) days in advance on our website. You can pre book up to 6 months in advance by calling the Golf Pro Shop at 435-615-5800.
Are visitors welcome at the PC MARC?
Yes! The PC MARC is a public facility, and visitors are always welcome. Daily drop-in rates vary by activity, and we also offer a monthly or 10-punch pass at a visitor rate.

How much do I owe if my ticket shows no fine amount?
Nothing. Our officer elected to give you a warning ticket, but please avoid the violation in the future.
How can I obtain a residential or employee parking permit?

Can I return to a pay station and purchase an additional receipt to extend my allowed parking time?
You are limited to the total parking time listed for that parking zone. Shorter time zones are designed for turnover of parking spaces to increase access in high demand areas.
I recently received a 72-hour notice for my vehicle when parked right in front of my house. What am I required to do and why?
Vehicles may not be left continuously standing on a street for more than 72 hours. This is typically enforced on a complaint, or when it becomes an obvious violation that the vehicle has been abandonedand has not been moved for a long period of time. This regulation facilitates street cleaning, snow removal, and identification of abandoned vehicles.
How do I appeal a parking ticket?
All appeals must be submitted in writing and within 10 calendar days of the issue date. The most convenient way is to appeal online. I have a disabled parking permit. What are my requirements when I park in pay zone?
Individuals with disabled permits are exempt from depositing fees in those pay stations. However, please observe the 3-hour time limits.
"A vehicle with distinguishing license plates or an official state-approved identifying placard indicating that the occupant of said vehicle is mobility disabled under the qualifications of the "Americans with Disabilities Act" may be parked along public streets or within a public parking facility regardless of any time limitation or meter fee requirement imposed by official signs upon parking in such area, except that such privilege shall not apply to zones in which:
Stopping, standing or parking in all vehicles is prohibited at all times;
Only delivery vehicles may be parked; or
All parking is prohibited during specific periods of the day in order to accommodate heavy traffic."

Can I buy used skates?
Yes! We have an inventory of used skates in limited sizes. We offer this as a service to our customers.
When should I buy skates?
Skates can be purchased at any time. We sell skates in every price range.
Do you sell ice skates?
YES, we do!
We sell both Risport and Jackson Skates. Appointments are available for fittings. Skates are not stocked but ordered in.
What should I or my child wear to ice skate?
Rinks are chilly so dress in layers of comfortable warm clothing that allow for movement. Always remember gloves or mittens. Hats and safety approved helmets are encouraged for all children. Don't forget socks!
Do rental skates come in 1/2 sizes?
No, rental skates are not manufactured in ½ sizes. To help you find the right size: the hockey skates run big, so ask for one size smaller than your shoe size. Figure skates are close to shoe size, so ask for the same size as the shoes you’re wearing.
Do you have skate aids?
Yes! We rent the skate aids for $6 per session.
When did the Ice Arena open?
How thick is the ice?
1.25 to 1.50 inches. Our ice making team takes readings with a sonar device 2 times a week in 60 consistent locations and performs ice maintenance accordingly to ensure that the surface is level.
When should I use "911"?
911 is an emergency line which should be used in life-threatening or urgent situations which require the immediate presence of law enforcement, medical or fire personnel. For all other situations, please call your local dispatch office. In Park City, that number is 615-5500 and in Summit County, 615-3500.
How can I obtain a copy of a police report?
You can come in to the Records Department at 2060 Park Avenue between the hours of 8:30 a.m. and 5 p.m, Monday through Friday. You will be required to fill out a form and present a photo ID. The cost is $2.00 for a standard police report. If you are unable to come in to the department or live out of town, you can call the records department at 435-615-5507 and a request form will be mailed or faxed to you.
New business owners should allow 5-10 business days for their license to be processed. All fees and required documentsare due at the time of application. The business license application will be sent to the Planning department for zoning and signage compliance, to the Building department for ordinance compliance and on-site inspection, and to the Police department for final approval.
If an application is denied or if the licensed business never begins operation, all fees, less a $25.00 processing fee, will be refunded.
When does a Park City business license expire?
All licenses expire every September 30. Renewal payments are due October 1. There are not partial payments, half year or partial year licenses. If a license is purchased on or after July 1, the license fee is prorated for the calendar year and the full fee for the following year must be paid at time of application.
When do I renew my license for the next year?
The business license office sends out renewal reminders imid-August. All license renewal payments are due October 1.
What if my business undergoes changes during the year?
If during the course of the license year, any information pertaining to the business changes, such as location, square footage, mailing address, phone number, or local contact, the licensee is required by law to notify the business license office of these changes within a 10 day period.
If ownership/federal ID of a business or nightly rental unit changes, businesses are required to file a new application. If additional business outlets are opened, a separate application is required.
What are the penalties if a business license payment is late?
License fees are due every year on October 1. After October 15, there is a $25 or 25% penalty, whichever is greater; after November 15, a $50 or 50% penalty, whichever is greater; and after December 1 a 100% penalty. If payment is not received you may be issued a citation for operation of a business without a license.
Liquor licenses are due on or before October 1. Any establichment that has not paid the license fee by this date is not permitted by law to serve liquor.
Do you provide fingerprint services and if so, when?
Fingerprinting services are currently available every Saturday from 10:00 AM to 4:00 PM. **After December 1st, the new service days and hours will be available every FIRST AND THIRD SATURDAY OF THE MONTH from 10:00 AM until 2:00 PM. There is no charge for the service and you do not need an appointment. If the requestor does not provide a card, we have cards available.
Does the Planning Department enforce CC&Rs?
No, The Planning department enforces City regulations. Enforcement of CC&Rs is solely up to the Home Owners Association of each respective subdivision.
I would like to put a sign on my property, do I need approval?
Yes. All signs within City limits are regulated by the Park City Sign Code. This Code regulates the size, placement, materials used, etc for signs on buildings and sites. Please contact us regarding these regulations prior to posting any signs.

Are the Planning Department and Building Department the same thing?
While both departments are branches of the Community Development Division they are not the same. The Planning Department primarily reviews plans for conformance with the Land Management Code. I want to paint my house, do I need approval?
No, there are no restrictions on paint. For home owners in the Historic District we do ask that you fill out an information paint page that the City can keep on file for future reference.

What is a zoning district?
Park City has been divided into a number of areas called zoning districts. Each district is specifically addressed in the Land Management Code and uses (commercial, residential, mixed etc.) are spelled out along with requirements for construction. Each zone is unique and the Code is written to address the specific details of that area.

What is the Land Management Code?

Yes. The Silver Summit Court (Third District Court) and the Justice Court is located at 6300 N. Silver Creek Road, off Hwy 40, Silver Summit exit. The phone number is (435) 615-4300; Lead Clerk (435) 615-4310. The Court is responsible for civil and criminal matters, small claims, and traffic court for the area.
Since the City Attorney cannot give me private legal advice, whom may I contact if I am on a limited income?
The Park City Bar Association sponsors a Tuesday Night Free Legal Aid session once a month on the first Tuesday of each month, 6:00 p.m. to 8:00 p.m. at the Park City Library, where citizens can meet with a local attorney to discuss their private legal issues and problems without fee. Can the City Attorney give me private legal advice?
No. The City Attorney's client is Park City as an entity and he is empowered to give advice on City legal issues only. The City Attorney is not an independent elected official and cannot serve as an ombudsman for citizens. The City Attorney cannot give legal advice concerning private legal disputes such as divorces, contracts, landlord/tenant, boundary disputes with neighbors, or other private civil matters.
What are the functions of the City Attorney's Office?
The City Attorney is the attorney and legal advisor for the City Council and City government of Park City. City Attorney's Office attorneys prepare City ordinances, resolutions, contracts and other legal documents. The attorneys represent the City in all lawsuits where the City is a party, prosecute violations of the City codes, and represent the City Council, City Manager, and City staff in any dispute between the City and members of the public.
